Government of Canada Debt Distribution Framework Review Consultations #CanadaFinance

A consultation document pertaining to the design of the Government of Canada debt distribution framework, prepared jointly by the Department of Finance and the Bank of Canada, is being made public today.

In light of the evolving market landscape, the document seeks the views of Government Securities Distributors (GSDs), institutional investors and other interested parties on the functioning of the Government of Canada (GoC) debt distribution framework (DDF). The views gathered from these consultations will guide the Government in assessing the resilience of the current framework and identifying whether any potential adjustments should be implemented to ensure that the framework continues to support the objectives of debt management.

The Department of Finance and the Bank of Canada will conduct virtual and in-person meetings with market participants over September and October 2024. Further, participants are strongly encouraged to email their written comments on the document by 7 October 2024. Comments should be addressed to Matthieu Truno and Alexander Bonnyman (email details below). A summary of the comments received from these consultations will be made available on the Bank of Canada’s website.

The Department of Finance and the Bank of Canada will maintain the confidentiality of all firm-level data and information they receive from third parties, except to the extent that the data may be public knowledge or in the event that the Department of Finance and the Bank are required by law (including the Access to Information Act) to release the data. In the event that the Department of Finance and the Bank receive a request for information pertaining to survey results or documents supplied by a third party, we will consult with the third party to ensure that we have a full understanding of the sensitivity of the information and the third party will be provided with the opportunity to make representations with respect to the confidentiality of the information being requested.
