Financial Insights That Matter
The ecological transition and the reform of the G20—comprising the world’s 19 largest economies, along with the European Union and African Union—will be the focus of Finance Minister Fernando Haddad’s trip to France. He departed for Paris on Sunday (Mar. 30).
The trip aims to restore economic dialogue between Brazil and France and to lay the groundwork for President Luiz Inácio Lula da Silva’s visit to the country in June. According to the Ministry of Finance, discussions will center on the following key areas:
– Economic reforms in Brazil and France;
– Multilateral cooperation, international financial architecture, G20 reform;
– Ecological transformations and financial sustainability;
– Complementarity between economic sectors in Brazil and France.
Regarding economic reforms, Haddad plans to present the French government and business leaders with investment opportunities in Brazil created by the tax reform, which was regulated last year and will be gradually implemented starting in 2026.
In relation to the Ecological Transformation Plan, Haddad will share the Brazilian government’s experience to integrating sustainable development and environmental aspect into economic policy with French Economy Minister Éric Lombard.
Key environmental initiatives include the Tropical Forest Financing Facility (TFFF) and the integration of the global carbon credit market. Launched at COP28 in 2023 by Environment and Climate Change Minister Marina Silva, the TFFF seeks to mobilize $250 billion from sovereign wealth funds for investment in tropical forests.
Haddad also intends to present the regulations for the Brazilian Greenhouse Gas Emissions Trading System, sanctioned at the end of last year, and discuss the integration of the global carbon market.
Agenda
The minister’s first engagement will be on Monday (31), when Haddad participates in a conference at Sciences Po University in Paris to assess the ten-year anniversary of the Paris Agreement. The session will be moderated by environmental philosopher Pierre Charbonnier and economist Laurence Tubiana, the chief negotiator of the agreement.
In November, at the Social G20 in Rio de Janeiro, Tubiana voiced concerns about the future of the Paris Agreement following Donald Trump’s election as US president. Haddad will later be honored with a dinner at Sciences Po.
On Tuesday (Apr. 1), Haddad will hold a bilateral meeting with Minister Éric Lombard. Following the meeting, the Finance Minister will have lunch with French business leaders and deliver a speech at the opening ceremony of the Brazil-France Economic Dialogues.
The minister will return to Brasília on Wednesday (2).
